FCC Transactions - February 27, 2019
In this week's FCC transactions, Verizon has filed to acquire 1 PCS and 4 AWS-1 licenses from Grain Spectrum covering Indiana and Ohio.  Verizon was previously leasing these spectrum blocks from Grain.  In addition, Verizon is acquiring an AWS-1 license in Indiana from Southeastern Indiana Rural Telephone.  T-Mobile has filed to acquire the 700MHz - A block license in Darrington County, SC.  AT&T continued their plans to lease rural blocks of their spectrum to rural operators.  AT&T leased additional blocks of their PCS spectrum to ATNI in Arizona, Texas, and New Mexico.  AT&T leased blocks of their PCS, 700MHz, and Cellular spectrum to Wireless Partners in New Hampshire and Maine.  Finally, Sprint initiated a new lease for Johnson & Wales University's EBS spectrum covering Rhode Island and parts of Massachusetts.

FCC Transactions - February 21, 2019
In this week's filed FCC transactions Verizon is acquiring a PCS license in New York from Delaware PCS.  CATTCOMM is leasing the 700 MHz - GB from BPC Spectrum in Yakima County, WA.  In the last transaction,  Sprint is leasing an EBS licenses from Missouri Western State that covers north of Kansas City.  Sprint currently leases this spectrum so the new lease must include new terms.

FCC Spectrum Transactions from February 13, 2019
In this week's FCC spectrum transactions, Verizon filed to acquire 21 Cellular, PCS, AWS-1 and AWS-3 licenses from Cable & Cellular Communications in Montana.  Cable & Cellular was a primary provider for Verizon's roaming services in rural Montana.  Verizon also filed to acquire 16 PCS and AWS-1 call signs in Iowa.  I believe this is a response to strengthen their network presence in Iowa on the heals of T-Mobile purchasing Iowa Wireless.  Verizon also is acquiring full ownership of 7 call signs in Texas and Oklahoma from their majority owned partnership.  MDS Capital (Michael Dell) filed to acquire 60 MVDDS licenses from MDS Operations.  These are 12.2 GHz licenses that are primarily owned nationwide by Dish.  Each of these licenses provide 500 MHz of downlink bandwidth.  This spectrum is still being considered for 5G deployment. Finally, Sprint submitted new lease for 9 call signs in Arkansas, Missouri, Florida, Georgia, and California.  Sprint previously controlled all of these call signs with leases, but the new leases likely are just changing the lease agreement terms.

FCC Transactions from February 6, 2019
In this week's FCC spectrum transactions, Sprint is acquiring two call signs licensed in Iowa.  These call signs are new to Sprint and were previously used for a wireless cable service.  Sprint is able to purchase the EBS call sign because the call sign was previously licensed for commercial operations.  In addition, Sprint has filed new leases for 3 Arkansas licenses.  Each of these licenses was previously controlled by Wisper.ISP.  The last transactions include4 new leases of AT&T's 700MHz spectrum in Wisconsin by Michigan Wireless.  All of these leases are partial county leases.

FCC Transactions from January 30, 2019
With the reopening of the FCC this week, we saw our first transactions since the first week of January.  In this week's transactions Docomo Pacific is acquiring all of the BRS channels (13 channels) in Guam and the Northern Mariana Islands.  I would expect that they would launch a Sprint compatible network, if One Planet has not already launched a Band 41 LTE network.  The next block of new leases relate to the leasing of the Archdiocese of New York's non-video channels by Nextwave Spectrum.  Nextwave continues to hold important spectrum in New York, San Francisco, and Los Angeles that Sprint would greatly desire.  Nextwave continues to control this spectrum because most of the EBS spectrum leases include rights of first refusal (ROFR) which allow the current lessee meet the higher offered price and continue to lease the spectrum.  The last transaction is a new lease between Sprint and Tulane University.  This is another recent lease that Sprint is taking over from Spectrum Holdings.

FCC Transactions from January 2, 2019
In this week's FCC transactions, T-Mobile filed to acquire 11 AWS and PCS licenses in Iowa to provide more contiguous spectrum across the state.  Much of the PCS spectrum was originally broken up on the local exchange carrier boundaries.  Iowa Wireless accumulated much of this spectrum before being acquired by T-Mobile, but these transactions pull in additional licenses and license areas.  Cherry Capital also filed to lease BPC Spectrum's 700MHz Guardband channel in one Michigan county.  The last two transactions have Sprint taking over leases from Spectrum Holdings for two Georgia licenses.

In this week's FCC transactions, Sprint has initiated 5 new spectrum leases in Alabama, Florida, and California.  The Florida and California leases are for licenses they previously leased, but the Alabama leases take over leases that Spectrum Holdings previously held.  The remaining transactions relate to the 700MHz Guard band spectrum.  PowerSouth Energy is leases the 700MHz Guard band from Access 700 in 3 Alabama counties.  In addition, Wisper ISP has filed to lease BPC Spectrum's 700MHz Guard band license in 10 Illinois counties.

FCC Transactions - December 19, 2018
This week's FCC transactions start with AT&T filing to acquire 12 - 700MHz licenses in South Dakota from Kennebec Telephone.  These licenses will expand AT&T's low band LTE into the urban and rural South Dakota markets.  Sprint is acquiring 4 licenses from Business Services in Kentucky.  Two of the licenses are 13 channel BTA licenses (BRS) and the other two licenses are 4 channel EBS licenses that are typically controlled by educational groups and then leased to Sprint.  Sprint stated this information about the EBS licenses in their filing:
As part of this transaction BSO Licenses WMX674 and WMX680 are being assigned to Sprint. Both are licensed in the EBS portion of the 2.5 GHz band, which typically are not directly licensed to commercial wireless carriers, however, both licenses have been licensed and used for commercial operations since at least 1992. See CNI Wireless, Inc. (“CNI”) substantial service showing dated October 21, 2011 (FCC File No. 0004922005),. In 2013 CNI assigned (FCC File No. 0006046354) both stations to BSO which, according to BSO’s public interest statement, would use the CEBS licenses to provide “technologically advanced wireless broadband services” to its customers.   
Sprint also filed new lease applications for two call signs in New Hampshire.  These are new leases for Sprint.  The next transactions involve BPC Spectrum leasing their 700MHz Guard band spectrum to Eastern Carolina Broadband in 10 North Carolina counties.  Farmer's Telephone is leasing 4 counties of AT&T's PCS A block spectrum and 1 county of AT&T's PCS F block spectrum in South Carolina.  The last group of transactions involve leasing partial counties of AT&T's 700MHz spectrum in Wisconsin to Michigan Wireless.

In this weeks FCC Transactions, T-Mobile is acquiring the remaining 700MHz - A block markets from Cavalier Wireless.  Prior to their previous multi-license 700MHz - A block sale to T-Mobile, Cavalier dis-aggregated the Greensboro and Charlotte metro areas from their original license areas.  Cavalier did this to potentially sell those urban areas to USCellular, which has a large North Carolina operation.  Evidently that didn't work out and the licenses were available for T-Mobile to acquire.  The week Custer Telephone executed a long term lease for Verizon's 700MHz - Upper C block spectrum over a small area in Lemhi County, ID.

FCC Transactions - November 7, 2018
In this week's FCC transactions, Mid-Rivers Cellular is acquiring parts of 5 AWS-3 licenses in Montana from Triangle Communication.  In total they are receiving 12 counties of the AWS-3 G block.  Verizon is acquiring an AWS-3 license in Kansas and an AWS-3 license in Texas from Beaulah Kurian.  The FCC has terminated a 700MHz - B block license previously held by Choice Phone in the Mariana Islands for not meeting its build out obligations.  Sprint submitted 2 new leases for EBS spectrum in California and Alabama.  Sprint previously leased the California spectrum but the Alabama spectrum is new to their control.  The last transactions include subleases of Spectrum Holding's leased  EBS spectrum in Florida and Alabama by Point Broadband.

FCC Transactions - October 31, 2018
This week's FCC Transactions include Sprint executing a new lease in southeastern Missouri.  This call sign had not previously been leased.  ATNI expanded their leases of AT&T's 700MHz and PCS spectrum in New Mexico.  Verizon is leasing blocks of their LMDS B spectrum in San Francisco, Los Angeles, and Las Vegas to NextWeb.  It is important to note that this is one of the remaining blocks of LMDS spectrum that only supports fixed wireless deployment versus the L1 and L2 channels that are licensed for mobile use.  Also, included this week are the new leases included in a spectrum lease transaction between Sprint and T-Mobile that was noted in the Quarterly Update.  These leases have been filed and I expect they will be listed next Wednesday in the Daily Digest.

In this week's FCC Transactions a majority of the transactions relate to a spectrum trade between NE Colorado Cellular and AT&T.  These transactions cover the 700MHz, PCS, AWS1, and AWS3 spectrum bands.  The licenses cover areas in Utah, Colorado, Nebraska, and Kansas.  In addition, Verizon is acquiring 7 PCS call signs in Texas from MTPCS.  Sprint is acquiring 1 BRS license from SCE Broadband in Pensacola, FL and Sprint initiated 5 new EBS leases in Minnesota and Kansas.  These leases were all previously controlled by 1020 Digital.  Finally, Point Broadband executed a sublease of a EBS license that Spectrum Holdings currently leases in Tallahassee, FL.

FCC Transactions - October 17, 2018
In this week's FCC transactions we see 4 transaction themes.  First, we see Cimaron Telephone / Cross Cable leasing an AWS3 license from Cross Telephone (a parent company).  Second, we see GE MDS leasing 4 - 700MHz Guard band licenses across the South and Southwest.  Third, we see a large filing from SpeedConnect providing them access to a varying number of channels on 35 call signs across the midwest, primarily in rural or low population areas.  The owned BRS channels are involved in most of these transactions which is surprising because it is Sprint's premium spectrum holding in all of these markets.  Most of these channels cover entire BTA market areas with contiguous spectrum.  Fourth, we see T-Mobile leasing RigNet's 700MHz C band license covering the entire Gulf of Mexico.  This will enable T-Mobile to build their LTE network for the oil platforms in the gulf.
